What this wizard replaces: Elena's 5-year institutional memory of which days are normal vs anomalous, which vendors get refacturated to which client, when the monthly tax run happens. The Hub now encodes those rules (PAF list · refacturare mapping · variance buckets) so controlling@ has a checklist instead of memorizing.
